Carbon removal policy environment
The Government of Canada operates an industrial carbon pricing system known as the Output-Based Pricing System (OBPS). This system is also used as a 'backstop' and made mandatory in any province or territory that does not develop its own equivalent pricing system. It is currently set at $95/tonne and escalates $15/tonne per year until it reaches $170/tonne by 2030.
CO2 storage regulations are the jurisidiction of provincial and territorial governments, except as it relates to cross-provincial border issues or storage under the seabed. The government recently held a consultation on offshore carbon dioxide storage.
The Government of Canada is currently finalizing its Direct Air Capture protocol and has made its intentions known it will pursue BECCS in the future.

The Government of Canada has made multiple programs available to carbon removal technologies, including a CCUS ITC and a grants-based program known as the Energy Innovation Program. The CCUS ITC provides a 60% tax refund on eligible materials, currently limited to DAC, while the EIP funding stream is closed.
The Government of Canada, through its Low-carbon Fuel Procurement Program, will deploy CAD$10M out of a total fund of $135M toward purchasing credits from carbon removal projects through 2030.
Government of Canada is committed to holding consultations on the role carbon removal could play in helping to meet Canada’s 2035 and 2040 climate goals and create new economic opportunities.
